Liz Hruska

Fiscal and Public Policy Advisor

Liz Hruska serves as our Fiscal and Public Policy Advisor at Catalyst Public Affairs, adding nearly four decades of experience as an analyst in the Legislative Fiscal Office, where she focused on health and human services budget and legislative issues.

Her intimate knowledge of the state Appropriations process includes analysis of public policy
issues relating to the budget, determining the fiscal impact of legislation and research and writing fiscal and policy reports.

Liz was the Nebraska Public Administrator of the Year (2010), as well as the Staff Chair of the National Council of State Legislature’s (NCSL) Health and Human Service Committee (2014- 15), a NCSL Early Learning Fellow (2016 17), and is a Nebraska Management Association member.

In addition to her professional career, she serves her community in many volunteer roles.

Liz has been on the Omaha Press Club board since 2012 and on the Sacred Heart Finance
Committee since 1999, and currently holds positions on both. Liz is also a co-author of a book, “A Century of Faith, a History of Sacred Heart Parish.”

In her 1996-2023 tenure on the board of Nebraska Friends of Foster Children, she held leadership positions which included President, Vice-President, Treasurer and Secretary.

Liz has also received several community honors and recognitions for her service, including the Sacred Heart Parish Pillar Award (2012), Voices for Children Individual Award (2015), the Nebraska Hospital Association Public Service Award (2022), and the Heartland Family Service Family Advocate Award (2023).
